This position paper outlines an important upcoming change in European anti‑money laundering rules for crowdfunding platforms.
Executive summary
- From 10 July 2027, crowdfunding service providers will fall under a new EU law: the Anti‑Money Laundering Regulation (AMLR).
- Under AMLR, crowdfunders become directly responsible for key AML obligations: customer due diligence, risk assessment, and transaction monitoring.
- Many platforms currently rely heavily on a PSD2 payment service provider (PSP) to perform “gatekeeper” tasks. Under AMLR that model changes: outsourcing remains possible for parts of the work, but accountability stays with the crowdfunder.
- This memo focuses on what changes operationally and what you should verify with any PSP / outsourcing partner to ensure the setup is defensible under AMLR (governance, access to evidence and data, audit rights, and exit).
